Well, let's look at the equation. 

We have -3(y-1) = 9.

Divide both sides by -3 and get y-1 = -3.

Add 1 to both sides to get y= -2.

 

Now we have to find the value of (1/2)*y.

We know y is -2, so -2*(1/2) = -1

The answer is -1.
