Pick an easy number ...10 ml of solution to start

salt in starting solution = salt in final solution

.04 (10) = .06 ( 10-x)        x is the amount to remove from the 10 ml

.4 = .6 - .06x

-.2 = - .06x

x = 3.33                        remove   3.333 ml from every 10 ml starting amount    3.3333/10 = 33 1/3 %
