The distance  between the  centers is

 

sqrt  [ (17-2)^2   + (10-2)^2]  = sqrt  [15^2  + 8^2]   =sqrt 289   = 17

 

The radius  of  the first circle is 2  and the radius  of   the second circle  is 10

 

So.....the  distance between the two closest points =  17 - 2 - 10    =  5
