Why do sometimes we get the option to filter out answered questions but sometimes we don't?

The site cookies set the JS code to control the filtering options.  If the browser is set to decline or restrict certain cookies then cookie related functions are disabled and disappear.

 

Disabled functions may also occur during the initial loading of the main questions page after a “cache and cookie purge,” or if the cookies expire. The page data and controls load before the cookies are set; as such, the cookie-related controls are initially disabled. Refreshing the page, after acknowledging the use of cookies for US based IPs (or allowing cookies for EU based IPs), will display cookie-related controls normally.

Deleted….  My cat, DC Thomas Copper, didn’t think this pun was funny, and now that I’ve sobered up, I don’t either.  Mr. Peabody, my dog, thought it was funny, but only because it pissed-off DC Thomas.

Enigmatic is good! DC Thomas Copper is often enigmatic, and he is sometimes a paradox. In his prime, he was a ferocious rodent hunter, he still has keen detective skills, enhanced by his natural curiosity, and he’s a mediocre embezzler of monopoly money. Despite being stoical about most things, he is still a cat, so he’s just a big pussy about certain things… like being the butt of stupid puns.
