I would calculate the distance from the origin to the CENTER (h,k)...then subtract the radius....
y = 2x - 5 this is form y = mx+b m = slope = 2 perpidicular is -1 / 2
y = -1/2 x + b sub in the given point to find 'b'
-3 = -1/2(2) + b b = -2
y = -1/2x -2
- x^2 + 19x + 29 is correct for the dimensions given in the question.

distance is same so equate:
40 m/hr * x = 30 m/hr (x+1/3) solve for x = 1 hour (be careful....you need to change 20 min into 1/3 hour becuase the other parameters are in miles/hr)
40 m/hr x 1 hr = 40 miles
