Put your decimal over 1 then multiply it by 1000/1000.
Simplify if needed.
$${\mathtt{90\,000\,000}}{\mathtt{\,\times\,}}{\mathtt{40\,000\,000}} = {\mathtt{3\,600\,000\,000\,000\,000}}$$
JUst multiply 9*4 and add on the zeros
Divide the fraction.
