I'm not sure this is the solution you are expecting....
you have
y-3x=13y-3x if you add 3x to both sides you get
y = 13y which only works for y=0
then 13y - 3x = 13
13(0) - 3x =13 yields x = -13/3
6c+14=4+4c subtract 4c from both sides of the equation
2c + 14 = 4 Subtract 14 both sides
2c=-10 Divide both sides by 2
c = -5
15/3 ~ 17/4 cross multiply 60 = 51 ? Nope.......not proprtional
